Petition ID 5122: Down Below monsters showing targets before MRL

WHAT: Foebots Down Below still show targets (and guarded, attacking, vulnerable status), even though my character has not visited the MRL in Pleasantville.
WHEN: After the introduction of the new puzzle combat system
WHERE: Any given Down Below combat (my most recent was https://www.improbableisland.com/runmodule.php?module=downbelow&op=move&direction=n&c=237-032818, but that wont' help you).
HOW: Don't visit the MRL. Go to the Jungle, confirm that no monsters are showing up with targets. Then, go Down Below and be surprised that Foebots have targets!
