On the "Report a Monster Sighting" page, there's a link to the monster submissions guidelines. It's explicitly said that "you MUST read these first if you want any chance at all of your monster being accepted". However, the link does not work. It goes to a page at "enquirer.improbableisland.com", which doesn't seem to exist.
...Come to think of it, there's that "Enquirer" link on every page, next to the "Tell us a problem" button, and that also goes to that none-existant site.

I don't know how long it's been going... I only joined the site a couple of weeks ago... but it's been the case whenever I've tried clicking that link on that page.
