Petition ID 4939: Access Preferences from other places?

Can we have the option to access the Preferences menu from any page, or at least while in Places? I've had instances where preferences have been deleted so the layout changes and I can't fix it if I'm in a Place, I'd have to travel out to an outpost to change it then go back to continue actually doing what I was doing.
