This was discovered through petition 632. There are 127 Programs where both the roomid and placeid are zero. (Rather, there were. Now there are 126. I updated programid 1932 to have pageid 3095... thereby, I hope, resolving petition 632.)

So -- we have a bug somewhere that is occasionally dropping Programs into limbo. Most of the wandering Programs are UnNamed and empty, but a few of them do contain C&Cs and/or have a dial set at something other than "any_pass".

I've made this a separate petition so it can be public. Anyone who has this happen to them: let me know the place, and the room or page where it's supposed to be, and I will try to find your lost Program and put it back where it belongs.
