In towns/pubs/houses, the new chat system gives a preview of your output, and the button changes "speak" to "emote" to "enter command". On the world map, it stays as "speak" and there is no preview and no character limit shown. (The character limit does seem to apply, and your lines do appear if you click "speak" or press enter.)
