Petition ID 291: Breached outpost not showing up in Council Office

The problem is that before travelling to 404 I checked to see if there was a breach and, according to the Council Office, there was none. I landed smack dab into a breached outpost. I distracted a friend, and he too checked and the Council Office still said that 404 was just having Interesting Times. Meanwhile, 404 is swarming with monsters.
I don't know how long that has been a problem.
