Petition ID 284: Glory: If you have over maximum HP, you do not gain glory when you should.

WHAT: If your hitpoints are, for whatever reason, over the maximum, then you cannot earn Glory until you get wounded enough to bring them down below max.
Example 1:
HP 708/670 (over max from returning from Failboat). I got hit down from 760ish, but did not earn any Glory.
Example 2:
HP 704/516 down to 647/516, no glory.
Example 3:
647/516 down to 637, no glory.
I assume this is because of the "how hurt are you already" multiplier being zero?
