Petition ID 277: Difference Between Two Different Armors?

I'm not sure if this is a bug, or if it's deliberate, but at Sheila's Shack O' Shiny, there are two different armors (Armoured Combat Suit and Assault Suit) that cost the same and have the exact same effect (+11 defense, nothing else)...

I guess I'm just curious if there are supposed to be two vanilla items that are exactly the same in every way except name.
