Petition ID 2265: Double Grave Activates Disabled Codes in Chat

Some of the codes that have been disabled in chatspaces are activated by using the double-grave feature (`@). Petition #2138 references the exploit with the J code, but there are a couple others.
Testing indicates that J, w, and c are affected. J enables the brightblue Special Admin Message color, w displays a player's weapon, and c breaks the hell out of chat in the most headache-inducing way.
