Petition ID 226: Unclosed formatting and alignment links in bios bleed through to natters and navlinks

WHAT: If a player uses an odd number of 'c, 'i, 'b, '> or '<
(this petition is written with apostrophes for illustration, but please assume that I mean the actual codes) in their bio, it makes the rest of the page look strange. Center tags will act like 'H used to on the titles, making them partly bold-red-underline.
HOW: Open an alignment or formatting tag in your bio without closing it.
WHERE: Example: http://www.improbableisland.com/bio.php?char=89710&ret=village.php%3Ffrombio%3Dtrue%26frombio%3Dtrue Artist Dragon currently has an unclosed center tag: the whole bio, the medals, the natters etc are all in the middle of the page.
