Petition ID 2090: Trying to create an Unlinked Program does not create one

When trying to create a new program that is unlinked from a page or room to start, it fails to generate a new program when using both a Hunter's Lodge grid in inventory, and when I use Supporter Points directly. It did not deduct my grids in inventory, but it does deduct my SPs while it gives me nothing for them, which was a nice touch to this bug.)
