Petition ID 2066: Monsters using strong attacks while guard supposedly broken

In the past week, I've started seeing something puzzling in conbat. The game tells me that a monster's guard is broken, all its body parts show as green, I can see the combo moves written above the body parts-- but the monster's guard is not broken at all.
The 'stun' doesn't break, the combos aren't triggered, but no matter what body part I hit the monster uses a Strong Attack. This is frustrating to deal with because I cannot see what body part the Strong Attack will come from and so cannot block it. Additionally, the monster does this turn after turn.
Body parts seem to break as usual in this state.
