As stated- The Watcher Blessing is not available, with 612 favor (Warforged Artificer) or 505 favor (Clueless), or even with 1004 favor (A Nefarious Monster).

As far as I know it has been a problem since the last update that fixed the mementos, I am unsure beyond that.
