What: there are several meals which require a given number of spices to be collected, such as Pleasantville's "The Unrepentant" which requires 10 of each spice. It seems to indicate that you need to have that many spices, and that they would be consumed upon purchase of the meal, but the spices stay in your inventory! As the system is set up, you need the spices to be able to buy the meals, not to make the meals - I don't think this is how the spices were intended to be used.
How: just gather some spices, and buy some meals. the spices stick with you!
Where: anywhere you buy foods!
When: probably since the new system began, but I verified it today!
