Petition ID 1044: Export Commentary not visible for some accounts with unspent SP

WHAT: My main account (Iriana), which has unspent SP, has the Export Commentary link visible under 'Help'. My alts, which also have unspent SP, do not.
HOW: Um. Well, I suppose you would have to log into my other accounts.
WHERE: I've checked them all, in several different chatspaces (outpost, map, L4). Iriana always has the link; the others always don't.
WHEN: I checked it right when the MOTD about the link being restored went up. They didn't show up then, and they still don't.
(ALSO: Is there anything that explains that the link won't be visible unless you have unspent SP? Apparently that's how it's supposed to work. But if I were a new character without any SP and I saw the MOTD about Exporting, I'd be confused as to why I couldn't see it. It's also very possible that there's a huge obvious notice to this exact effect somewhere and I just missed it. If that's the case, ignore this bit.)
